Sutherfane
Sutherfane is a city-state in the southernmost part of Aarden. It is the only member nation in this region, and the city-state is home to a council of oligarchic ship captains and wealthy merchants. The captains and their ships are often called pirates by the rest of the empire, but they do not attack Aardenian ships. Instead, they tell stories of plundering the lost wealth of the Mournlands and of attacking ships of Tunerican origin.
The church of the creator does not have much influence in Sutherfane, but the city-state has a hostile attitude towards magic, magic users, and the idea of magic. If a magic user is found in the city, the individual is immediately turned over to the church of the creator, which has the authority to execute the offender. While the city-state has managed to keep the Hand out of its business, it could change if they are found to be harbouring magic users. The city-state is regarded as an extremely hostile place to magic, the idea of magic, or magic users, second only to Nostor's Keep. Sutherfane's hostility towards magic comes from its relationship to the Fade, the Mournlands, and the Sea of Serpents, and its citizens know that magic was at the root cause of all of those things.
Sutherfane is regarded as an almost lawless city and a pirate haven. It is a member of the empire of Aarden more out of necessity than anything else, as it is one of the only cities to survive the Fade. The citizens of Sutherfane feel no loyalty to the empire and see it as a tedious bureaucracy rather than an authoritative figure.
The ruling council in Sutherfane is more concerned with their own personal wealth than with the needs of the empire. They call it "the free city" and operate as such. Sutherfane's citizens have lost someone to the beasts of the Mournlands or the Sea of Serpents. The Mournlands are directly west of Sutherfane, and the Sea of Serpents is the name given to the ocean that separates Aarden's continent from the Mournlands and the secondary continent.
Sutherfane is a mostly lawless city, and is home to many gambling dens and fighting pits, which are popular with the pirate population. While the city-state is hostile to magic, it is not hostile to money, and gambling and fighting pits are popular ways for the pirates to make a quick profit.
